Under the direction of the California Department of Social Services (CDSS), the California Preschool Instructional Network (CPIN) provides high-quality professional development, technical assistance, and support to California’s preschool program administrators and teachers through its statewide network. CPIN increases the professional knowledge and skills of preschool administrators and teachers by conducting professional development on California Department of Education (CDE) publications and resources, including the California Preschool/Transitional Kindergarten Learning Foundations (PTKLF) and California Preschool Curriculum Framework (PCF), Volumes 1-3, and Preschool English Learners: Principles and Practices to Promote Language, Literacy, and Learning (PEL Resource Guide).

The CPIN authorization process has been developed to expand capacity to deliver CPIN professional development on the foundations and framework across the eleven regions. It is expected that candidates have previous experience conducting presentations and working in early learning settings.

Agencies/programs that have the capacity to conduct professional development on the foundations and framework—using the CPIN modules—may become CPIN authorized through this process. While this CPIN partnership will expand an agency’s capacity to conduct professional development on the foundations and framework, it does not include provisions for agencies to receive funding for such development.

Phase 1

  • Focuses on the California Early Childhood Online (CECO) foundations and framework modules
  • Online modules at www.caearlychildhoodonline.org
  • No fee for training

After completing phase 1 or to initiate phases 2 and 3, please contact Steven Hicks: shicks@scoe.net.

Phase 2

  • Focuses on the CPIN Core Curriculum segments
  • Training conducted virtually by a designated authorized CPIN lead/representative
  • No fee for training
  • Observe or have attended a CPIN professional development session on the specific domain/module of requested authorization
  • Participate in one full day of virtual training and technical assistance around contents of the PLF/PCF and CPIN conference center.

Phase 3

  • Face-to-face trainings  
  • Facilitated by Sacramento County Office of Education (only to be completed for the first authorization process)
  • Requires partner trainers to engage in applied practice and observation with a Regional CPIN Lead(s) as follows:
    1. Co-present for CPIN professional development on one of the specific domains/modules covered in phase 2.
    2. Demonstrate competency as a CPIN professional development trainer through an observation process on the specific domain/module covered in phase 2. If needed, an opportunity to receive an additional observation may be granted. 

  • Participants may elect to complete phase 1 in order to gain knowledge of the foundations and framework.
  • Completion of phase 1 does not result in authorization. However, the course information may be applied to any type of work in the early childhood field.
  • Upon successful completion of all three phases, participants will earn a CPIN Authorization in Training. (At this time, there is no CPIN Authorization in Coaching.)
